Significant Technological Achievement Recognition Selections (STARS) was an official program of the IEEE History Committee designed to generate signed, peer-reviewed articles on the history of major developments in electrical and computer sciences and technologies. They were written for a general audience with a level of accuracy and insight that satisfies knowledgeable professionals. Each achievement recognized by the STARS program has worldwide significance, and typically consists of closely related events that took place in more than one location over a period of time. The STARS Program was managed by the managing editor under the oversight, guidance, and assistance of the IEEE STARS Editorial Board.
